I am real block happy.....I will block a buyer in a heartbeat.
Not sure a non paying bidder will make my list and may be a little extreme to call them out here.
It's not that it's against etiquette. I personally hate when people get called out publicly since we only have one side of the story. And, honestly, on the scope of buyer sins, failure to pay is at the bottom. In my opinion. Others will disagree, I'm sure, as they always do when I bring this up.
Set your ebay parameters: Buyer requirements..... Block buyers who:
Have received 2 Unpaid Item strike(s) within 6 Month(s)
Have a primary shipping address in a location I don't ship to
Have a feedback score of -1 or lower
This will avoid most of your potential npb's.
But you will anyway...

Since buyers can't get negative feedback, this one won't help much.

actually, it's not a big enough deal for a thread IMO if they ghost you and not pay.

unfortunately, negative feedback left in a "only positive" environment is against ebay policy.
I and others liked it better when we could neg NPB
And if the buyer is savvy enough, those comments and feedback will be stricken, and the sellers warned against feedback violations*.

And why don't you tell me what "buyer sin" is actually lower than failure to pay? Everything else that a buyer could do wrong is worse. Failure to pay immediately?

False positives are the only way I know to neg a bad buyer.
And non paying buyers are a serious problem, since you wasted time and are now relisting a "stale" item.
I found this a real problem a few years ago as a small seller when I was selling silver bullion items. It was amazing - spot would drop a couple of dollars and like magic, a non paying buyer
I don't know if little children are accessing eBay, or some are such nickel shooters they speculate on a few ounces of silver at a time.
Like paying and then wanting to cancel the sale, maybe?
If fail to pay is at the bottom what's at the top? I appreciate the opportunity to avoid being bothered with someone who can't behave on eBay, especially not paying.

Paying and canceling would be above not paying; you wouldn't get your PayPal fees returned.
Returning the item on a SNAD would be worse; you would be out round-trip shipping and your PayPal fees.
Buying an item and returning it after cleaning it would be worse.
I've had all those things happen. Failure to pay costs me nothing but a little time.
Returning it and leaving a negative. Worse.
Buying it, keeping it, and still leaving you a negative. Worse.
It's easy to find things that are worse. Find me something that is "less worse".
That would cost you $30 non-refundable dollars on a $1000 sale.
I have never had to block anyone. I don't waste my time on them.
If you're going to block someone because you don't like something they said on here, completely independent of eBay, please tell me your eBay id so I don't accidentally buy from you.

I agree with your original point- the least bad thing a buyer can do is not pay:
1. Send invoice.
2. If not paid after a few days, report to eBay.
3. If still not paid after a few more days, request a fee refund and automatic relist.
It's not the ideal outcome, but it's pretty painless.
