I find it odd that PCGS did grade it (net, obviously) even though it cannot be determined if it is a P or D minted coin.
Usually, PCGS needs a date and/or mint (if available).
Probably the result of what happens at my table at a lot of the shows I set up at:
Customer: "This coin looks unusual- it has to be an error. Should I submit it?"
Me: "No, it's been run over by cars in a parking lot. It isn't worth grading since it's damage and not an error."
Customer: "Are you sure it isn't an error?"
Me: "No, that's definitely damage. There's no part of the manufacturing process at the mint that could cause that."
Customer: "How much if I wanted to submit it anyway?"
Me: "Minimum $48 for economy grading, mint error verification, and return shipping. More if you want it back faster."
Customer: "Hmmmm. I think I'll go ahead and submit it anyway. I want to be sure."

Suppose the coin was in your brothers pocket and he was shot and killed by a shotgun during a robbery of the liquor store where he was working. The rest of the change in his pocket was unmarked but you picked this coin out as a remembrance and sent it in to PCGS for encapsulation to put away in your mementos. Once in the plastic it is unlikely to get misplaced.
My Great Grandfather and 5 cents in his pocket when he died. Those 5 cents came down to me in a ring box. I sent them in to PCGS and had them graded and entombed and then put them away with a note of what they were and why they were special. It's unlikely, even if the 5 cent coins get separated that they will ever be spent or maybe put into a Whitman penny album to be forgotten.
At least it wasn't submitted under the Mint Error tier,
which many are !

I would grade it as suffering from small pox with XF details.

So, that is why I could see sending that coin in.
Someone in disbelief payed some tuition to be told they were wrong.
