Can this scenario be in Any Way, Shape or Form, be Plausible? Issue Resolved, But No Why?

Won an Auction for a $1200 Box tonight. I go to pay and use the same CC I have used for years, and it gets turned down. Now I know I have 10K available on the Card, but call my CC, I was right, it is Not them or me.
I have been purchasing many Boxes over the last few weeks and Shipping some of them directly to BBCE. 3 of these 10-12 Sales have come up Hinky. Though so far nobody has Gambled and sent a Bad Box to Steve on my behalf.
This one is different though, with a different twist. Transactions have been Cancelled and Refunded, but not as I pay the Payment is Blocked. My CC says it is the Merchant who reversed the payment instatainiously. Is it Possible to set up a Payment to be blocked based on where its being shipped to? And then the Seller cancels the Sale in the AM. The transaction in my E-Bay Purchases, shows I need to pay for this! I guess I'll be on the phone to E-Bay tomorrow.
My CC said to Contact the Seller, which I did send a message, but no answer! I think if somebody couldn't Give me $1200 I'd be all over it finding out why, like contacting the Buyer. Usually Scammers don't strike up conversations with their Victims!
Or am I getting Paranoid in my old age and just waiting on the Gremlins and the Straight Jacket!

I assume that according to your credit card company the seller is eBay. Did you contact them? It would seem to get you a resolution, though perhaps not enable you to make the purchase.
E-Bay told me I have to Contact the Seller, actually they used the word Merchant, which of course I only have a User name and the only way to Contact the Seller is through E-Bay Messages. Which, I did, as of yet they haven't answered my Message!

Sounds like a seller issue if ebay told you to contact them.

Would the $1200 be considered a low price for that box in our current environment? My only guess is that the seller hoped for more and is just stiffing you. I had that happed to me recently on a single card, though I was able to pay. I was just refunded within about two minutes of paying.

On hold with E-Bay for 40 minutes so far, no progress. You would Think that when you call a number for Technical Support at a company. they would at least speak Some English. But Laksmee had to repeat herself so much I told her to just find a Supervisor. OBTW, Seller contacted me, wants Sale as mush as me, did nothing on his end!

I had a problem paying for an item recently and eBay was no help. They said that I had to use my card through paypal as the seller wasn't part of managed payments yet.

Problem resolved With No confirmation or idea as to why this happened.
After stewing all day I decided to do the Insanity thing and expect a different outcome with the same input! In other words tried to Pay for it again.
Same thing, did it 3 times, same thing.
Had just given up when I had a wild idea and added my Travel Visa to my E-Bay account. Goes right through!!!
Slap me in the Forehead, Sale Payment goes through! WTF, no idea why it now doesn't like the Card I've been using for 20+ years on E-Bay, with no problems, just card upgrades over the years.
Hey you think B of A will give me Cash rewards for my Purchase! Nah!
