I bought 10 of the WW II silver medals a month ago. I was just getting around to selling them and when I opened the boxes to check, I discovered that TWO of the ten had signed COA's

Actually, neither did I. It doesn't mention it on the Mint website.
In fact, I had sold one of the ten yesterday and I didn't look that carefully at the COA. I open the box to check the coin and only note that the COA is there. It was just happenstance that when I went to ship another one today I noticed the signature. For all I know, I had THREE. LOL

Not saying that it has always been there, but it is there now.

Hmm...I guess maybe I got these confused with the ASEs and thought it was on that one and not this one. Maybe I should have checked them all more carefully before I shipped them.

What is the premium on a signed COA version? I’m not a buyer, just curious.

Understandable oversight. With all the different releases in NOV-2020, it got confusing, at least for me.
On a positive note, assuming you purchased from the Mint, you did not pay anything extra for the signed COA. As such, you are out, at most, the premium on one signed COA.

Lol. Im not really worried about it. There's about a 1% chance of getting one. I bought 25 of these total and got 2 signatures, so I beat the odds.

For what it's worth, I sold them both to one guy for $275 each. Took an hour. Probably could have done better, but seems fair to me.

how are people getting multiple ASE when it says limit 1 per household. I keep seeing comments like "I bought 8 of them"
Looks like it has to be sealed from the mint to get the COA encapsulated from pcgs and if it is signed it is an extra 25.00 fee

This is not the ASE, it is the medal.
If you have 8 accounts or 8 households, you can get 8. Well, could. I think they are pretty much tapped out.
