Yes, damage after the mint. I recommend looking at true missing clad errors. You’ll see a clear difference in how it looks. You can google and see lots of legitimate ones.

Missing a clad layer is (almost) always only one-sided.
It looks EXACTLY like coins I used to soak in concentrated nitric acid back in the days of college chem lab.
