Pcgs Registry Rating question

Why does Pcgs lower a coin's rating because there is a coin with a higher grade by another grading company?

Example:
37845530 2019-P 771207 2019-P 50C First Day of Issue MS67 67.00 41 0 207 2

In the above, the coin shows that this MS67 coin earns a rating of 67 with 41 coins total in this grade with no coin graded higher (by Pcgs) and that there 207 coins in this grade with 2 other coins graded higher by a different grading company.

Under the PCGS Coin Information
it lists:
PCGS # 771207
Date, mintmark 2019-P
Denomination 50C
Variety First Day of Issue
Region The United States of America
Grade MS67
Holder Type Standard
Population 41
Pop Higher 0

Why does this coin not rate a 68 as all other coins do that there are no grading companies with higher grades?

    Are you certain you are interpreting the data correctly? I will use your example-

    Example:
    37845530 2019-P 771207 2019-P 50C First Day of Issue MS67 67.00 41 0 207 2

    I believe the numbers you are quoting at the end are the combined total of all the varieties of 2019-P JFK halves that PCGS has graded. This would include regular strike, first strike and first day of issue. If so, then the two graded higher are the MS67+ and MS68 that PCGS has graded from the regular strike coins.

    PCGS does not care what other services have given out for grades within the registry.
