that is probably a good way to go to do spot removal but i don't know how thorough the grading companies are with pvc and while this and other items may not go through grading, it is a good idea to keep in mind that any coin with visible pvc probably has non-visible pvc that may show up with special lighting and/or different lighting angles.
my point is that if one is going to take the time and effort to do spot removal, it is probably a good idea to just do the whole coin to be safe and with acetone, there is little risk to the coin. it is possible we may overlook other spots/accumulations. it is possible any chemical can remove good gunk from the surfaces leaving something desirable underneath. i'm pretty sure i've had that happen a couple times.
I have my own, un-approved, grading system. This one rates "Would fit right in with my other Whitman folder Walkers". That's about as deep as my system goes................

I would stick with acetone on this coin. Use of MS70 will remove what little “skin” the coin has reacquired over the years.
