I think those are die cracks along the date and along the hair bun, but the neck and cheek look like scratches. Good luster, good hair detail. I'm thinking 63. (edited to remove the 62-63 guess to one number).
Lots of die crack from a well used obverse die. Through the bun, neck and motto for sure. Hard to put a grade on such a strike as the worn dies sometimes make the coin look other than it is.
That being said I'd guess: MS63

Not bashing the TPG at all, but this one has me wondering what happened because it got by several people before rolling out. All I can figure is it is a luster bomb that didnt image very well.

Whatever eye appeal was left on the table after the 2 big parallel cheek scuffs was totally erased by the rusty die pits.
Is that what could have caused the field marks on the obverse?
They show up as the mottled blotchiness in the fields, but I can see them on the portrait as well. This coin looks better on my desktop than on my phone but still not a 66+.
25-S peace also notorious for being struck from rusty dies. First 22-D I've seen, though I don't actively seek 22-D.

The line on the cheek is problematic, yet overall I'd state a grade of MS64. Perhaps a single point down, certainly not a single point up.

Strike and luster put the coin in the top tier; I'll be a contrarian on this one that the graders/finalizer got it right. Not a cac coin though.
