The obverse looks to have "wh" on it, like if it was counter-stamped on the reverse. But on the reverse there's no sign of such a counter-stamp.
It doesn’t look like it pressed in the surface. Maybe it’s toning from being in a book or newspaper for a long time.

Well, Years ago I found an AU Bechtler Gold Dollar in foreign poundage! Wish I had it back as it's worth close to 10 times what I sold it for now.

Fabulous! I cherried a 1799 large cent in fair 02 condition misattributed as a 1798 in an NGC slab a few years back. I was thrilled about that so I can imagine how finding the subject coin must have felt.
What's the story on the WH?
Maybe a Revolutionary era Rick Tomaska added it for their time's version of Coin Shopping Network (The Coin Shopping Pamphlet"), so he could proclaim: "Hear Ye all now. Each Jefferson minted half Disme is marked with a distinct reversed "wh" testifying to its unique provenance from the prestigious "Washington's Hoard."
