At least for larger slabs housing large, odd-sized medals, they place two sheets of clear plastic on either side of the medal and between two halves of the gasket, to hold it in place. The medal is still somewhat mobile and can slide around between those two sheets. I’m not sure if the same slab structure is what produced the slab in the OP, as that is obviously much smaller than what I speak of.
New PCGS technology: slab antigrav. Now you'll be able to see the edges unimpeded. However, you may have to replace the slab every few years to recharge the battery.
