Psa "Not finalized"????

Just saw this on Ebay. Never saw it before and cant find any info on it. Anyone know what this is about?

Of course the cert # doesn't show up in PSA pop report.

    nothing here, but intrested in the deets. i collect psa samples and funny error'd flips, etc.

    could be a practice card for someone being trained in assembly or label typing or putting cards in holders. or testing holder machine. Practice or an experiment. ????

    That's a typical N9. Just that someone sent in something PSA won't holder.

    Maybe because it is a numbered/30 card. I'm sure PSA doesn't have them all in their database.
