There is no legal limit on these coins but they realistically need to stop minting them at some point.
They can only mint in the year if issue for these so they estimate and produce and then at some point turn the calendar to next year.
Same for half dollars and dollar coins.
I bought a 3-coin set, of the Samoa bat coins, around August 1. At that time the mint was showing bags and roll sets as unavailable. Within a week of buying that set, it also became unavailable. I have been checking ever since, along with a reminder alert, and there has been no new bat coins available. The uncirculated sets are still available. Also the mint set should be available soon.
I believe the mints only produce each ATB quarter for a specific time period, then move on to the next design throughout the year. The bulk of the quarters get shipped in ballistic bags to vendors who roll/process them, but a predetermined amount are packaged in the special bags and rolls sold by the mint. Once the inventory of the specially packaged items are gone, they can't just tell the production planner to make more, because they are minting a different design.
I'm guessing the "no limit" refers to how many you can purchase, not how many they had in inventory
