The ones that are on eBay for much less are regular quarters.

That’s the normal bullion version. Sold through the bullion distribution system at a small premium, like the bullion versions of the silver eagles.
I should add that one has just a mirror uncirculated finish. The mint ones for sale focus are a sandblasted special finish.
OH, That is a bullion coin that was released in tubes to the authorized distributors. The coin form the mint is the Satin Finish coin for collectors with a P mintmark.
US Mint items sold on their website are the collectors versions and not the bullion version sold exclusively to US Mint Authorized buyers.
