Bust half Overton or error?

What is going on here above the date. Looks like part of pluribus unum but reversed?

Neat die clash.
That's an Overton 110 with common clashing. Sometimes it is double or even triple clashed.
The obverse is always well worn while the reverse is normally well struck and was used again in the O.109.
Not particularly scarce but a fun coin!
Lance.
Nice I like
Nice die clash.... cool find. Cheers, RickO
Those dies got used and used and used and used ...
