Odd PCGS Slab

I picked this up at the B&M earlier today, thinking that even though it isn't a sample, it would fit in with my sample slab collection. Has anyone seen one of these before? Were they part of a promotion or TV sale? It seems odd that such a harshly cleaned coin would end up in a slab like this.
