I call it a lincoln cent. Even says so on the reverse.

Minor plating bubble.
And Ricko is correct - although some CPB's do bring
premiums, the one or two minuscule CP Bubbles
on your coin will not bring any premium.
You spotted it, you liked it, and that's what counts.
It's not unique by any means.

It's called a plating bubble/blister. These are very common on Copper plated Zinc Cents made since 1982. As @ricko said, it adds no additional value to the coin

What's Funnier is that the mint also produced this error in all the denominations minted that year and the value of the nickel is 5X's than the cent and dime is 10X's+BV Quarter 25X's +BV and ect ect ect Oh I'm having too much FUN
