Those are gouges in the coin. They are not letters or numbers.
How would a raised letter or number appear randomly on a coin?
Countless coins display various combinations of circulation marks and damage, which have nothing to do with mint errors. This is yet another such coin.

The coin exhibits numerous contact marks, including from the reeded edges of other quarter dollars. The "3's" are the imprints of reeding driven into the surface of the coin.

It’s not a number. It’s the effect of damage.

No it doesn't, those are all just hits. This coin has been in circulation for 53 years, a lot can happen in that amount of time. Spend it.

@SonnyCher "Btw beautiful nails + nail polish"
Thank you very much!
And thank you for starting my day with a smile.

It literally is only a beat up quarter. You can very safely spend it, or put it in a jar with others. Don't waste the 5c for a 2x2 on it.

@SonnyCher The more you know about the minting and die making processes, the easier it will be to distinguish real errors/varieties from PMD. Just because something looks different doesn't mean it's an error. As you learn the process, it will be easy to understand why the marks on can't be a 3.

Here is a link from the Mint to get you started. It may take a while to become proficient, but when you find something that looks different, ask yourself, "How could this have occurred at the mint?"
This
it is quite common
On your 1968-D Jefferson nickel that you brought to our attention in a different thread you discovered a mysterious number 18 on the reverse. Now, on your 1967 quarter you have spotted the number 3 (among other oddities like the "Flying Joint Eagles.) Anyway, if you add 18+3 you get 21. So if coins were playing cards you'd be a winner. But that's a little like saying, " If my grandmother had wheels she'd be a trollycar. " So maybe it all means something or maybe it doesn't.
sonnycher, your posts are kinda spammy - super aggravating to see another one where you treat surface damage as some sort of rorschach inkblot and share your fantasies with the rest of us - p tired of this nonsense - plz keep doing it so you get banned 🙏
The point that I am trying to make is that you do not seem to understand the minting process. There is no shame in that, as no newer collectors (and many older collectors) understand it, but it is a good idea to learn a little about it. In the minting process, what you think you are seeing is not really possible.
A hit to a coin (post mint damage) will usually create displaced metal which will be raised.
It is indeed PMD.... not numbers.... what you are seeing is called 'pareidolia' .... Seeing something that really is not there.... such as a face on the features of the moon...or figures in clouds... Good luck in your searches...Cheers, RickO
Okay - happy collecting to you in the future and good luck with your PCGS submissions.
Adios.
Damage.
@ifthevamzarockin can you save me some of that "airplane" bro? Oh boy! Peace Roy

That's what happens when you mix this with that.

Does anyone else feel that we may be getting spoofed here?
Smoke that and you'll be flying too!
