1978 quarter

Greetings All, I have another coin with a marking I can’t identify. I can say with confidence that it is not a PMD. Can anyone tell me what it is and with the condition of the quarter if it’s worth getting graded? As always, I thank you in advance and all comments and opinions are appreciated.

that obverse chin and above "WE" thing could have been struck through something, but it does not add value because of its relative size and the high amount of wear on the coin already.
Your coin has numerous hits, nicks and gouges, including some adjacent to the mark on the face. The 2nd picture appears to show some raised metal on the chin and right side of the mark. If you have raised/displaced metal, that's a characteristic of a PMD hit.

Strike-through on the chin, hit on the neck/nose/cheek. Definitely not worth grading, I would just spend it to be honest.
Collector, occasional seller
The coin was probably set aside as a strike through for many years after it got into circulation. This is why it's high grade (XF) for the date.
It's all beat up like that because coins no longer get nice even wear in pockets but dings from counting machines. It only takes four or five years of circulation to do this so best bet is the coin sat out for about 30 years between about 1979 and
2008. All sorts of hoard coins were released in the depression of '08.
