When the scratches are right in the middle of the coin like that, they could also be from the screws that were used to close the cylindrical coin banks that were popular at one time. The top coin in the bank would get scratched when the bank was screwed shut.

Those are circular scratches from a coin counting machine.
So, not a Mint variety.

Why? They were meant to hold pocket change and they did. It’s doubtful that people who used them cared about the condition of the coins.
