Question about Colombia

I bought this coin on a whim for a couple hundred bucks. Best I can tell, original mintage is 7,000 and PCGS/NGC have certified a total of 4 pieces between them. So I'm wondering, are these coins scarce and potentially undervalued or is the market thin for this country/series? The coin is tiny, so very little bullion value. Perhaps collectors are turned off by the size? Maybe the design is uninspiring? Small collector base? What's your theory?

    First, it looks like a nice, wholesome XF.
    Im not so sure about the undervalued part but yes, it does have a small mintage. Survival rates are more important than mintages ,so you would probably want to do some digging there to better understand how available these coins are.
