Does PCGS look mainly at the struck portion of the coin or the planchet?

I would think both, to a degree.

Although the struck portion will carry the most
weight, if the unstuck portion is bent, dented,
or heavily bag marked, it will affect the grade.

When I am considering a purchase (be it art, a coin, a house, a firearm, a car), I look at all the details. My final decision is based on that evaluation. I believe the TPG would do the same. Cheers, RickO

Being bent by being outside the collar when struck wouldn't count though, right?

That could be a baseball cap error.
