Not sure from the pics but....
The thing on the back looks like a gouge to me, culminating in a blob of moved metal at the edge.
As for the obverse, I can't really see what you are referring to but perhaps you have a tiny filled die error if it is not PMD.
I think you have a Washington quarter that is worth $.25, spend it wisely.
