Agree with this suggestion. If there is a missing clad layer, it should be underweight and the strike would be weaker. Looking at it, I think it's just a regular dime with discoloration.

Environmental damage. Very common on clad coins.
Environmental damage.... may have been laying in dirt or some other substance. Soak in acetone or spend it as is. Cheers, RickO
