Solution:
Use the non flat rate box #1096L (9.25" X 6.25" X 2") instead of the small flat rate box (8.687" X 5.437" X 1.76") and put it in the flat rate padded envelope (a perfect fit) to take advantage of flat rate postage.
While not available at the post office, the 1096L box that used to be called the "VCR cassette box" and the flat rate padded envelope are available free with no charge for shipping in lots as low as 10 ea. at the usps. com store. Your shipping cost to use the padded envelope is only pennies more than the small flat rate box.
