    The client may live in NY but his account may have been established in a foreign country. Or, the client may actually live in the foreign country and a a mail drop box in NY. Happened to me several times. The international charge was added to the PayPal fee before managed payments and 10.15% is still better than13+% under the old system.

    Ebay doesn't want to hurt the growth of your business.
    They don't care about your business in any way.
    It comes from exceedingly poor customer service for both buyers & sellers.
    Ebay sucks!

    I speak of real issues, mostly the deliberate harm to my business by hurting my growth with changed policies.

    Plus the way MP was rolled out was absolutely disgusting, full on hostage situation.

    You just complained about paying a LOWER currency conversion fee to ebay than you would have to PayPal. You must have Munchhausen syndrome.

    This is almost certainly the explanation. I’ve had the same case where the buyer was in China but had a US address (so the payment was made with a foreign credit card or PayPal account).

    Just had a 15.3 percent fee on a small sale (three items totaling $115) to a buyer in California. Ridiculous.

    Is that including the fee on the sales tax?

    The domestic rate is 12.35% but that applies to the total payment which would include sales tax and shipping. Call the governor of California and complain.

    There is no 15.3% rate, although there used to be (still is?) A 2% surcharge if you are below standard.

    The only good news is you would have been about 0.7% higher with Paypal

    I've been with eBAY a damn long time, maybe not from the very beginning, but awfully close. In the beginning their customer service was excellent. Easy to get a hold of and easy to resolve any issues (we even had a coin rep in Judith from Utah). They knew that the customer is their only bread and butter. I'm not saying I'm done with them but it's very close to the end for me and them as business associates.
    Paypal, in my experience, still understands where their income comes from.

    Many sellers feel the same way as you .

    It started with ...

    1. Not allowing sellers the ability to leave justifiably negative ( or even neutral ) feedback to buyers . This has allowed ( even encouraged ) abuse and blackmail from dishonest , unscrupulous buyers in some cases.
    2. Higher fees .
    3. Banning direct payment such as checks , or money orders .
    4. Siding with buyers and allowing abusive returns , especially with the feared SNAD case . Even when sellers clearly state NO RETURNS in listings .
    5. Discontinuing Ebay bucks except for occasional promotions .
    6. Discontinuing PayPal payments which allowed many sellers to pay their Ebay fees with credit card and earned points ( $$).
      Requiring Managed payments which can take longer to access your $ and less options on what you can do with those funds .

    Add on to this something that was not in their control like the wayfair court decision and you can see why buyers as well as sellers are less happy than before with Ebay .

    Non coin "collectibles" has seen a flood of sellers close stores and/or remove the listings . It has been slow sales on ebay for most . Some blame can be Pandemic economy we are in but some people have also just given up on ebay .

    Ebay has tried to accommodate sellers, you can contact them if the buyers are abusive. They have the concierge desk now if you are a bigger seller for help, I have seen a lot of justifiable problem feedback deleted for the big boys.

    I was skeptical about managed payments but can live with the new system. One downside is waiting longer for payment.

    Maybe he resisted in international. I have a buyer is in US but he might registered in China. That's why I got hit by that 1.65% international fee. This is what eBay said:

    1.65%
    -$4.69
    Charged because the buyer’s registered address is in China. Final amount: $284.08.

    Like managed pmts makes biz acctg easier. Just do good selling cost analysis so can markup accordingly.

    My managed payment settings is set for next day payment availability , but they take 3 business days for funds to be in my bank ?

    I sold ( and got paid ) an item Early Morning last Monday ( 8/2/21 ) . I shipped it at about 11:30 am or so that same day ( 8/2/21) and posted tracking # on to Ebay . Funds showed up in my bank account Thursday ( 8/5/21 ) morning . 3 business days later .

    With PayPal sales on regular business days i would sometimes have funds in my bank the same day . If i got paid and transferred $ very early am i would have $ in my bank late night same day .

    Except for weekends, all my payments have cleared in 24 hours. Might be the manner of payment.

    So, now that eBay has my bank account info, I've been notified that they'll be withdrawing my monthly fees directly from there instead of billing me through PayPal (credit card), as they have for the last many years.

    A buyer today bought a coin then later asked to cancel it. I did cancel it. With managed payment I only lost 0.30 instead of 30 with PayPal on this cancellation.
