That is mechanical doubling. Very common on cents of that era.

Not even the best example of Mechanical Doubling.
Take a look at the photo link MFeld provided, to see
what the real coin looks like.
Just to add, it has to match the pics exactly to be the known DD.

Some DDs are more obvious than others, but a DD for a particular year/mm must match the known example(s) exactly.
For 1969S, the DD is very extreme.

Thank you digital microscope helps out saves my eyes. I did find 1963 quarter ddo the other day. It Matched the photos I just sent it off to graded last week!
