How do you pull a 75 Yr old 10, 17 9's, Zero 8's, 7's or 6's do you pay for Minimum Grade?

Morning,
I've been watching a Sets population for about 6 months now and it hasn't changed by one card in all that time. Sometime in the last few days the Population of 10's has increased by one, and 9's by 17. But no change on any Grades below that. So I'm assuming that they requested Minimum Grade of 9. Do you still pay for however many Cards were deemed not at least 9 worthy? If so why? Or how does this work? Using the normal ratio, that would have been 30-50 8's? What exactly is the advantage of specifying Min Grade?
Thanks

You still pay for the cards not making the minimum grade. The advantage is that you don’t have to crack the cards out of grades you don’t want I guess. Sounds silly, but many nice Vintage PSA 6s sell better raw.
I think sometimes the minimum grade is specified because the person subbing may prefer to try to re sub it and not have to crack it out of an 8 or 8+ holder to do so.
