Damage or a Planchet Flaw?

If this bust dollar was resubmitted under the error tier (with the appropriate fees included) would the insert change?
(If you're having difficulty seeing the 'damage' it is directly on the eagle's tail. You will see a divot and what I believe is a planchet flaw rather than post-mint damage).

If that "divot" is what earned a damaged designation, I doubt resubmitting as am error will change anything.
Also, to my untrained eye, if that is not damage then it looks like a struckthru.
Sorry but it looks like it was accurately labeled - does not look like a struck through to me.

I recall a couple of years ago someone here featured a Trade dollar with a divot such as what is presented on this Bust dollar. It was resubmitted and returned as a strike through and thus received a higher pricing evaluation.
It looks like someone tried, unsuccessfully, to drill a hole through it.
Agree. Also, it could have been an attempt to use a hole punch. The location would be near the edge at 12:00 on the obverse where holes would typically be made.

I agree with the 'damage' assessment...I magnified the picture and it looks as if someone was going to 'hole' it and stopped...Cheers, RickO
