What is the story behind the Len Buckley PCGS silver Eagles?

I just started seeing more and more of these appearing on coin sale sights and now my curiosity is peaking. It seems many years both proof and mint state are being graded with PCGS using the Len Buckley special insert.
Surprisingly many sell for as little as $60.00 while other years (especially 2016) go for several hundred dollars per coin.
I'd love the read more about who this person was and how these silver eagles reached PCGS for these inserts.

    Leonard Buckley was a Military Payment certificate designer famous for his design #692MPC it's another collectable signature series by our host, like most of the other Folks who worked as engravers, sculptors, designers, or Mint Directors. They have a way of remembering people, like Donna Pope. Jay Johnson, Philip Diehl and the like! On the bottom of the Label it says "Banknote & Coin Designer" Maybe he made a "Special" deal to have them slabbed or some one is promoting them for a profit!

    The cert with a signature is interesting. HRH has a bunch of slabs with his signature on it as well.

    Imagine if Hansen, Forsythe, Simpson, TDN, etc. had their own signatures on their inserts?

    The coins seem to have no special significance, so it is really just autograph collecting IMO....Cheers, RickO

    Curious why as Buckley is a coin designer why they feature a coin he had no part in designing?
