Sure, why not waste (more) time and energy on some crackpot eBay buyer who's just making up stories?
It potentially damages his reputation with eBay. Eventually those frivolous complaints add up in volume over time and can impact his business on eBay. At a minimum it can affect Top Seller Status and cost him money in higher fees. I guess it all comes down whether you value your reputation and business relationship with eBay or not.
The buyer has six total feedbacks and his message is borderline incoherent. The chances of eBay or PayPal ruling in his favor over an established seller with probably thousands of sales and a spotless record are essentially nil. Refund, block, and move on with life.
PayPal and eBay are very anti-seller IMHO. I wish your second statement was accurate. My perception is that it is not.
Let me clarify. Yes, PayPal will give the buyer his money back and cancel the transaction. What I should have said is that I highly doubt that the seller will be penalized by eBay. There was no violation nor misrepresentation. Shipping time was specified as 15 days and the complaint was filed after 1 day.
IMO, Once EBAY removed the ability for sellers to leave negative feed back, it has been all going down hill. If they hadn't, I would have loved to read your feed back to this "uneducated" buyer. When it comes to someone's integrity and reputation to me it is an all out war to get justice. File a liable suit!
When you regain your composure ( after taking some deep breaths (which I do know how hard this is to do)), post the item # or pm it to your friendly fellow dealers so that they are all aware of this person. Take pride and great comfort in the support, and praise for you by other reputable dealers shown here on this forum. It doesn't come lightly because you earned it

I have received that same notice several times and I still chuckle when I get it and I have gotten this messages long before covid-19. It is their way of saying you'll get it within 14 days or less..lol

Don't need to stinkin' claw backs. They sent me a USPS Money Order instead. Once the USPS pays you, no claw backs. I can do without Bit Pay, Might Pay, Partial Pay, and even No Pay. Actually Paid works best.

It took a little over three weeks to receive a coin I won in the Central States auction. When I called and asked about the status of my order, I was told that they are understaffed right now due to COVID-19.

PEACE to all in this thread. I promised earlier that I wouldn't post again, but I feel compelled to update.
Shipped 2500 coins, each and every one shipped 10-12 days early. I hired 3 extra shippers for 3 days straight. 15-20 postal bins per day of packages.
6 Complaints.....all about our hosts grading.
It's called getting in front of the curve.
BTW the guy that filed the initial complaint thinks I'm his BFF. He dropped the complaint, accepted the coin and loves my service.
