Grade opinion 1963D Franklin

Tried taking pics inside the cellophane, had to take it out. Hopefully these pics are decent enough. I may need a better pic of the bell. TIA

MS61. The bottom lines have enough definition to go FBL, but they also have dings across them. Sometimes PCGS will give you the FBL with that condition, sometimes they won't.
U.S. Type Set
I agree with MS61 and would not award it FBL. It is a base value mint state Franklin.
MS61 and no FBL....Are you considering this for submission? Cheers, RickO
Ms61 no fbl
Trying to learn a bit about grading. The only way this would be submitted if FBL and MS65.
My 63P has more scratches, especially on the bell lines.
I probably need to wait this virus out and make an appointment with one of my LCs. I have a few Franklin halves, I will bring them in and have the LCs show me some in MS64 and MS65 so I can understand the difference. To be honest, I have checked Trueview images and images of slabed examples and can not tell the difference between this coin and a MS64.
Bell lines look good. Quality of the photos make it look like it was cleaned with a wire brush.
Here are new pics. Again, took this out of a sealed mint cellophane complete set.

@isaiah58...."Again, took this out of a sealed mint cellophane complete set." I do not doubt what you said, just find it surprising to be in such condition (nicks and dings) right out of the cellophane.... Cheers, RickO
Looks like a lot of the uncirulated mint sets from the early 60s, at least those that remain in tact, are similar.
Good news is that the pic is 6x zoom. It looks fine and had good luster. This was affordable so is good to use if I put a raw set together. Cost me $31 for the D and P sets. The halves alone are well over $20 each in slabs. At that low a price in MS64 have either undesirable toning or discoloration.
I checked the nickels and dimes, no full bands or steps. Apparently early 60s dies are known for being worn, thus all the sets being cherry picked by now.
here is the 63p for comparison.
