Off-Center vs. Uncentered Broadstrike

What determines if a coin is off-center vs. an uncentered broadstrike?

For example if any part of the rim is missing, is it off-center? If the denticles are missing, is it off-center?

Which one is this?

    Denticles are missing indicate an off center coin.

    Just the rim missing no off center.

    Is that double struck? Whats up with the obverse at 12:00 to 2:00?

    Yes, it's double struck. "GTON TO" from "WASHINGTON TOKEN" are visible on the second strike's rim. You can also see the first strike's denticles from 12:00 to 2:00.

    The funny thing is that it's in a regular holder as a MS66. No mention of any errors at all. I'm thinking about ssending it in to get both errors noted on the slab.

    Still learning about errors too.
    From what I understand, OC coins are missing part of the total details at some level.

    Broadstruck coins have all of said die design.

    Am I on the right track?
