Received today and still researching more info on what the medals are for or who made. Seller still has Hawaii set listed on eBay for $125 but for some reason this set listed for $25 so I pulled the trigger.
Any info would be appreciated. Thanks.

For $25 a great buy. Obviously part of a 50 state set.
Would be neat to find someone who has a compatible press who could strike a few samples.
Are they possibly from the Shell Gas Station promotion of the late 1960's?

No, Osborne made the dies and struck the tokens for those various Shell series' and these do not appear to be Osborne dies. IIRC this series was a 50 piece silver set offered through Sunday newspaper magazines & inserts, oil company credit card bills, etc. but I do not know offhand whom the die sinker and the publisher were. They might have been struck in bronze as well but a bronze set does not stir any memories.
For size comparison. I thought I found the info last night but the Franklin mint statehood is just the closest.

I thought of a Franklin Mint issue as well but I don't see any evidence of the Franklin Mint mintmark.
