PCGS bust dollar — Why can’t I verify the serial number?

Check out this bust dollar on ebay. The serial number does not come up when I search on the PCGS site. Could it be a counterfeit holder?

Use the Verify Icon at the top right, the page that Resources sends you too is not working right

It comes up as legit for me using the website AND the android app.
(Also looks legit to my eyes...but that's a less accurate measure).
Could just have been a "down moment"....or fumbled data entry?
