1918 penny with holes around perimeter obv

Hello fellow coin collectors. I hope this finds you safe, well and in good spirits. I am back again with another strange question. I have an opinion but I would like to have it confirmed by someone more knowledgeable than myself. As always I appreciate any comments or opinions

    I'm guessing it must've been used as some sort of tool or garnet ornament.

    I can tell you, definitively, that it is not a Mint made issue.
