Is this a die crack error or post mint damage?

A die crack (raised on the surface) and PMD (most often indented into the surface) should rarely be confused with one another.
Your pics are good but on my particular screen I can't quite figure out exactly what I am looking at.
PMD? Struck through? Lamination?
That discolored spot at the top almost made me thi k it was a piece of wire struck into the coin but I dont see any other sign of that.
It seems to me like the surface metal is cracked and slightly lifted. But I don't know what would cause this as there is no visible surrounding damage, aside from light scratches.

Yes it looks like a "Bad Planchet" or better known as a Lamination.
IMO ... I would say it's a delamination from the way I'm seeing it.
