2017 quarter ozark missing coating?

2017 quarter Ozark missing coating? Not sure because of color blindness if this is copper on obverse or rust of some sort? also spotted on reverse but looks different. Opinions? Tried soaking what ever it is did not come off at all. TY

    Sorry, but it's environmental damage. It is not a missing clad layer

    It is just PMD.... Probably spent some time with the obverse against unfriendly elements...Cheers, RickO

    as above posts, it's got environmentally damaged surfaces.

    It has both outer clad layers on it. You can spend it.

    Figured that it was Pmd. What through me off was rim is silver on obverse but rest is dark.

    In all of my life I have found 1 quarter that I thought may have been missing a clad layer. I threw it in a drawer to get checked and now I have no idea where that coin is.
