Private restrikes using US Mint dies

I just found out the dies for these are at the ANA Museum from the photos posted by johnmilton on this CoinTalk thread. I combined them with some TrueView photos for the following collage.
Do we know if Mickley did the strikes himself? Or did he work with someone who did the actual strikes?
It seems like Mickley wasn't the original buyer of the dies. Do we know who else owned these between the Mint and the ANA?

Is that legal to do that?
A duel? Only in Virginia, Mississippi, Idaho and five counties in Tennessee.
It was legal in the past but perhaps not today.
Certainly not with new dies since they don't release uncancelled new dies now.
The reason I say likely is that making strikes with cancelled dies still seems to be okay, and die cracks like that may be considered the same as cancellation marks, but who really knows unless it's tried.
Love these "restrikes"! I own one of the lowest grade certified 1804 restrikes, another linked to Mickley.
