What's going on withthis Quarter?

I recently purchased an 1892O Barber Quarter in an old white ANACS AU58 holder. The obverse has what looks to be a couple of die breaks on the obverse:
Looking at the "die breaks more carefully they both seem to have a "rolled" appearance, and under the blob on the cap there's a depression. It looks to me that these were part of the minting process- not PMD.
Thoughts on what's going on here?
I love them Barber Halves.....
