If you are referring to the area at the bottom of the mint mark... that looks like post mint damage to me... looks like the bottom of the mint mark has a ding on it. That is all I can tell until you have sharper pictures.

Is it a 1936? The best RPM for that date looks a lot like your pictures.

Worn Buff mintmarks look funny to the eye. Can't be sure one way or the other.
