Not a missing clad layer. Your picture of the edge shows the copper sandwiched between the two clad layers and both sides are silver colored.
During the blanking process, the edges can "smear" making it look like the clad layers have different thicknesses, but that's not unusual and isn't an error

Definitely not missing the clad layer..... copper center just edge smeared...Cheers, RickO
