    Post mint damage.

    Someone applied “something” to put a “mask” over the eyes to simulate war paint or something

    It will cost you around $50+ for grading, fees, and postage to send it in.

    I agree with @Hemispherical It's damaged. Looks like some type of solder or braze, but it really doesn't matter what caused the damage, the numismatic value has been reduced

    It's damage, not a mintmark. The coin took a hit after it left a mint.

    FYI - If you have a question, it's best to start a new thread. This thread is about buffalo nickels. Members won't have any idea that there is question about a Kennedy half tacked on to the end of it
