Here's a thought. The coin was supposed to be struck into an earlier holder but the strike failed and the coin was damaged. Rather than waste it, the manufacturer just put it in a new holder and struck it into that.

I don't usually mess with or tamper with coins, other then acetone.
I use it sparingly but this VERDI-CARE seems to work great on old copper.

A certain eBay seller from the Northeast has a three-coin lot that purports to be a 1922-D, a 1923-S (check out the flat-topped 3!) and a 1924-S, but all three have the exact same obverse with photoshopped dates and mint marks and all three reverses are exactly the same coin.
