Mercury Dime graded PCGS 64

I recently sent this mercury dime into PCGS and was shocked it came back a 64, since the others I sent in, which graded 65 and 66, look worse than this. This was very hard to capture on camera. Why is it a 64? Thanks.

Hairlines seem to show up in a few of your photos. If they are on the coin and not the plastic they will be the reason. Grading is an opinion and opinions can vary depending on whose opinion it actually is.
Rhetorical questions:
Even if the coin were free, can you justify the grading fee? At what level would the coin have to grade to justify the grading fee?

The second obverse image shows conspicuous hairlines on Liberty’s cheek, as well as disturbances on her neck and hairlines in the left obverse field.

Obv looks like it has some wear or just a weak strike.
I also agree that the images appear to show plenty of hairline activity across the obverse, especially on the cheek area. This will absolutely hammer the grade of an MS coin like an untoned Merc and they can stand out mightily when rotated under a light.

Hairlines on cheek seem like contributor cause of 64. Too many marks / hairlines on cheek for higher grade. Take a look under powerful glass. CU shows $16 CF MV.
I have 1954 25c from roll bought years ago in early days of eBay. It made PCGS 65, CF MV $24 my cost $4 (without grading costs). That was one nice roll.
