Theft issues are still very real problems in certain areas. If the reports are done properly to postmasters with postal inspectors involved they will hopefully interdict the thieves. The opioid epidemic is at crisis levels, I work in a major company with substantial theft issues. The thieves need to be caught and face the legal consequences.
On lost mail, is the usps facility in Atlanta still the destination? With a lost item that could be returned to the sender, why aren't they doing that when for example the shipping label falls off.
I had to change PO Box location a couple of years ago. I use Express Mail/Priority Mail and private insurance mostly, and had several packages either "disappear", or the contents stolen and the packages re-taped and sent to their final destination empty. These losses were not insignificant (over $150,000 total). The most troubling thing to me was that the "powers that be" internally in the Post Office were of absolutely no help.
Vam collector needs to check with mail carrier to see if they signed for the package. It is against the rules at the po to do that but some carriers are in a hurry and sign for it. Hopefully you will go to po and have supervisor ask the carrier if they signed for package. Probably not signed by neighbor but delivered to them by mistake. When you talked to neighbors its very possible they did not know they had your package. Family member may have gotten mail and not noticed box was wrong address and then took it inside their house and sat it down in a odd spot. Neighbors normally don't steal from neighbors. I am glad yo got package back. Never had problem with USPS and I used to send out hundreds of packages a month with no tracking.

Someone here in town had a package delivered to an adress same as theres in the next town. To no avail they never got the package back and had to file a claim. Go figure
