Explanation for MS66 Roosie

Hello, I’ve submitted two sets of Roosevelt dimes to PCGS previously, and my second submission didn’t go as well as I thought. Can I get some explanation of what is holding this back from a MS67? Thanks for the education.

too many contact marks on the obverse especially in the focal areas

Looks like too much rub/friction on the hair at the temple/cheek in addition to a few scattered marks. Weak reverse doesn't help it, but looks FB.
Almost certainly due to diminished luster. There are any number of Roosies in PCGS 67 holders that exhibit similar marks and strike.
The lettering has a weak strike on ONE, UNITED, and AMERICA

Weak reverse strike don’t help.
Luster, Strike (reverse), Contact marks (cheek, there are others, but this is smack dab right in-your-face)

Weak strike eliminates any chance for a 67 as it should.

Strike issue and a small hit right on the cheek and on obverse fields hold it back... as others have already indicated...

Agree with others, although grading is NOT my strong point. That being said, I've seen worse that are 67fb. ( heck, I own a few )
I think it's close but as indicated, weak reverse probably holds it back even with obviously FB.
