There are quite a few on eBay, though not with the packaging. The signature looks legit... here's an old shot of one I got in person from David Hall years ago:

They made many versions of this 30th Anniversary Medal (well the medals are mostly the same, but the slabs have some differences). I haven’t seen this particular one before, but am not surprised that there is a Chinese version (given that there is a PCGS office there).

Nice! I love the note "I think there's some chance this TPG idea might catch on" That's legitimate numismatic history there.

The fact that there is an office in Hong Kong lends credence to this medal and the packaging. There was only one seller on eBay with this packaging.
