This is no different in the way Jefferson nickels with bad strikes are graded. The OP's coin has a sharp strike, is lustrous but fails horrific-ly in the "condition" department. So...... two out of three can't be all that bad, right?
On another note, where did the holder come from? It looks NGCish but its not. Did someone invest heavily in having one created for their own purposes?

Grader #1: 66, #2: 68, #3 67. Finalizer, 67. Not sure what they were smoking.
