If you Google the error (die variety actually) there might be a picture to compare to.
I can't really tell if it is raised either. If it is, it is very minimally raised. I compared it to the picture posted by Kathy and it doesn't match exactly.

I compared the two, and they are a little different. It is either a weird coincidence, or someone played with it and tried to make it look like the error coin. They do look very similar, except the crack goes through the "r" in different places.
It was a common spot for this design to crack. If I remember correctly there is a D mint spitting horse also. Yours looks like a spitting horse. A fun coin to hold on to but only a slight premium for MS examples and little if none for AU and below.
It looks like it to me as well. The coin can have rotating positions and P vs D maybe different. I think it might be and if the surface quality is good you might want to send to host.
Look to see if the color is same as surface not darker and check if it is raised. That is the test as I remember for looking at these types of errors. Maybe @Insider2 can chime in.
