Curious about this nickel?

I have seen several of nickels with this issue. Can I get some help on this please? What causes this?

    First thing that pops to mind is very worn dies causing a weak strike.

    Looks like worn die or accumulation of small die chips. Would not be any premium for it, but good as educational material. Cheers, RickO
